As ASDF Project Manager led a technical team in partnership with DEVCCO and AIGUASOL for the implementation of a Latin American Development Bank (CAF)-funded Pre-Feasibility Study of a Urban District Cooling System in Medellin, Colombia by:
● Providing assistance in technical documentation compilation and initial mapping of stakeholders.
● Investigation and analysis of the institutional regulations in administrative, legal and environmental terms, related to the integration of the UDC systems into the standardization of the construction of urban projects.
● Prepare an inventory of national (Colombia), regional (Department of Antioquia) and local (Medellin) policies, guidelines for energy, urban planning, the environment and other related policies to present a selection of relevant policies that influence the project implementation process.
● Identification and assessment of the environmental conditions that permit the implementation of an UDC system as part of the Medellin Innovation project.
● Perform a detailed evaluation of the applicable permit schemes, map all critical entities and stakeholders involved in the permit authorization process and describe the recommended requirements for new and innovative projects such as this UDC project and describe the course of action and road-map towards securing the required permits.
● Prepare a detailed checklist of administrative, legal and environmental requirements before and during the implementation phase and map the entities involved in the permit process to plan and guarantee compliance with the timelines and milestones for project implementation.
